If your property is in the Central Area, exterior work visible from the public street is subject to the city's Design Review Process — but backyard water features that aren't visible from the street generally fall outside that review.
In the Hillside Area, there's no formal design review process, but larger projects — particularly anything involving significant grading or soil import/export, which excavation-heavy pond installations sometimes require — can trigger a Hillside R-1 Permit, along with geotechnical and civil engineering documentation.
Trousdale Estates is the most restrictive of the three: grading on slopes steeper than a 1-in-5 ratio generally can't be permitted at all, and no lot can be regraded to raise its existing pad height. A large ecosystem pond that would be straightforward on a flat Central Area lot may need a substantially different approach on a Trousdale property.

The Hillside Area and Trousdale Estates — everything north of Sunset — sit within a Very High Fire Hazard Severity Zone, with defensible-space requirements maintained out to 200 feet from structures and a fuel modification zone extending 100 feet.

A pond or waterfall positioned and planted with defensible-space requirements in mind supports the property's fire-safety compliance rather than working against it — something that matters more here than in almost any other part of Los Angeles we serve.

Not every property with a Beverly Hills mailing address is actually within Beverly Hills city limits. The area known locally as the "Beverly Hills Post Office" district (BHPO) carries a 90210 or similar address but falls under Los Angeles city jurisdiction — meaning an entirely different set of zoning rules and permitting processes applies.
